About our Speaker:

Flora Hezel is a senior assistant attorney general in the Financial Law and Government Services (FLAGS) section of the Office of the Attorney General.  She serves as agency counsel to the Virginia Department of Taxation, and represents the Department in various litigation matters in the federal and state courts.  She also provides tax guidance to other state agencies, as well as counsels other agencies served by the FLAGS Section on issues such as FOIA compliance, procurement, employment law, and estate administration.  She serves as one of the FLAGS designees for reviewing charitable matters on behalf of the Attorney General and also periodically represents commissioners of accounts.  Ms. Hezel’s is a graduate of James Madison University, and the University of Richmond School of Law.  She also earned her LL.M. in Taxation from Georgetown University Law Center.
